Cecil Barnes
Cecil T. Barnes, Ph.D., is an experienced educator and administrator originally from Los Angeles, California. He has spent over a decade working at the middle and high school levels, both as a teacher and school leader. With a strong foundation in music education, he holds a Bachelor of Arts in Music from California State University, Los Angeles, and a Master of Arts in Music and Music Education from Teachers College, Columbia University. Dr. Barnes earned his Ph.D. in Policy and Organizational Studies from Temple University, where he specialized in Urban Education. His dissertation focused on the implementation of a system-wide diversity initiative. Currently, Dr. Barnes supports state education agencies in their oversight of local education agencies identified as significantly disproportionate under Section 619 of the Individuals with Disabilities Education Act (IDEA).
